Eastern Asia Juniors and Girls Chess Championships 2023

1st December to 9th December 2023 Kota Kinabalu, Sabah, Malaysia

 

The Sabah Chess Association (SCA) and the Malaysian Chess Federation (MCF) under the auspices of the Asian Chess Federation (ACF) and FIDE, invites National Chess Federations in the region to participate in the Eastern Asia Juniors and Girls Chess Championships 2023 scheduled from the 1st of December to the 9th of December 2023 at the Sabah Oriental Hotel in Kota Kinabalu, Sabah, Malaysia.

 

Eligibility

  1. The Championship is open to all chess players from the Eastern Asian Federations (FIDE Zone 3) and China (FIDE Zone 3.5).
  2. The participants for the event must not have reached his/her 20th birthday on the 1st of January
    1. Each country may register any number of players to participate in the event but only one Open/Boy and one Girl player will be recognized as the official representative of a
    2. In a situation where there are fewer than ten (10) girls from at least five (5) federations registering and playing in the event, the Girls group shall be merged with the Open/Boys

 

Playing Schedule

  1. The Championships will be played over nine (9) rounds according to the Swiss Pairing System. If the total number of players does not exceed ten (10), the event shall be played using a round robin

Playing Conditions

  1. The tournament will be played according to the latest edition of the FIDE Laws of
    1. The games shall be played using electronic
    2. The time control is 90 minutes plus 30 seconds increment per move per player starting from move
    3. Default time is thirty (30) minutes after starting
    4. The blitz time control is 5 minutes plus 3 seconds increment per move per player starting from move

 

Chief Arbiter and his Assistants

  1. The Asian Chess Federation (ACF) President will – after consultation with the organizing federation, appoint the Chief Arbiter, Deputy Arbiter and other Arbiters or Assistant Arbiters/Officials for the
  2. The Chief Arbiter may, in consultation with the Asian Chess Federation, issue additional written regulations to inform the exact playing hours and take care of other details not covered by these
  3. Any form of protests including protests lodged against the decisions of the Chief Arbiter, the Deputy or any of his assistants, must be submitted in writing and signed by the player, to the Chairman of the Appeals Committee within thirty minutes after the completion of the disputed game/event.
  4. A protest fee of USD100 (RM460) must be submitted together with the completed written If the protest is upheld, the protest fee shall be returned otherwise, forfeited to the organizing federation.

 

Technical Delegate and Appeals Committee

  1. The Technical Delegate and Chairman of the Appeals Committee shall be appointed by the Asian Chess Federation President in consultation with the organizing The Committee shall be composed of three members and two reserves, all from different Federations, chosen from among the representatives of national federations present.
  2. No member of the committee shall have the right to decide on questions concerning his own federation. In such a situation, the members of the affected Federation shall only have the right to be involved in the discussion session within the committee but have no right to vote on the

 

Designation of the winner

  1. Where the event was completed using the Swiss Pairing System, the winning order for all the players in the championship shall be determined according to the number of points In the event that there are two or more players having the same points, the tiebreak system used shall be as follows:

    2. Buchholz Cut 1
    3. Buchholz
    4. The greater number of wins, including

  3. In situations where the tiebreak used does not yield any winners, the players tied for first shall play a series of Rapid chess games to break the tie. The Chief Arbiter shall announce the system and the time control used depending on the number of tied

 

  1. The Gold medalist in Standard Chess event shall receive a Grandmaster (GM/WGM) Equal first (best 3 after tie break) shall receive the title of International Master (IM/WIM), with silver and bronze medalists to receive FM/WFM and IM/WIM norms in accordance with FIDE title regulations.
    1. For a Direct Title to be awarded immediately an applicant has to have achieved at some time or other a minimum rating as follows: IM 2200, WIM 2000, FM 2100, WFM
  2. Trophies shall be awarded to the top three positions for juniors and girls. Medals shall be awarded to the Best in Age group categories Under-18 and Under-16. All winners shall receive only one

 

Registration and Entry Fee

  1. All entries and payments must be received by the Organizing Committee no later than 1st November 2023 to allow for the necessary hotel bookings to be completed in
  2. All National Federations are required to complete the registration forms with the names of all participants and accompanying persons together with their respective passport copy, and ID photo by 15th November 2023. The list of registered players as of that date shall be published in asianchess.com. After the deadline of 1st November 2023, a late registration penalty of USD50 shall be imposed, and entries shall be accepted at the Organizer’s
  3. A registration fee to the Organizing Committee of USD100 is required for each player and accompanying person. Accommodation

  1. The Organizer shall provide a meet and greet service to all participants arriving at the Kota Kinabalu International Airport (KKIA) and taken to Sabah Oriental Hotel, Kota Kinabalu, Sabah. The distance between the KKIA and Sabah Oriental Hotel is approximately 8
  2. The Organizer shall provide full board and lodging at the official hotel for the official representatives – one Open/Boy and one Girl player, from each Federation. The rooms provided shall be either double, or triple sharing
  3. The hotel rates for all accompanying persons/ extra players are as follows:
    1. Room/Meal Package inclusive of breakfast, set lunch and set dinner:
      1. Single USD 95 per person per day
      2. Twin USD 80 per person per day
    2. Rates for Premiere Rooms and Suites are available upon request but subject to room
  4. ALL PLAYERS ARE REQUIRED TO STAY AT OFFICIAL HOTEL – SABAH ORIENTAL HOTEL.
