NSC2018 – Rules & Regulations

 

INVITATION

The Malaysian Chess Federation (MCF) in collaboration with Persatuan Catur Negeri Sabah (SCA)  have the honour to invite all MCF States Affiliates to participate in the NATIONAL STATES CHAMPIONSHIP 2018 (formerly known as Malaysia Inter-State Team Chess Championships)  to be organized in Kota Kinabalu, Sabah from  1st August to 3rd August  2018.

 

TOURNAMENT CATEGORIES

1) NATIONAL STATES CHAMPIONSHIP 2018 (OPEN) – PIALA

2) NATIONAL STATES CHAMPIONSHIP 2018 (WOMEN)  – PIALA  

 

ELIGIBILITY OF PARTICIPATION & REGULATIONS

1.Participation

1.1. The National States Championship 2018 is open to all States Chess Associations affiliated to MCF,

       each of which can nominate Two (2) teams for the open section and one team for the women’s section.

1.2. Team Composition:

       Each State shall have the right to be represented by ;

       One (1) Open Team     :  A team of four (4) players and one (1) reserve (Optional).

       One (1) Women Team : A team of four (4) players and one (1) reserve (Optional).

1.3. The host State may field Three (3) teams and shall hold as reserved a third team in the event of a bye situation

1.4. This event adhere strictly to “1 player, 1 State” policy for the Calendar year.

       Every player must sign-up the Player’s Registration Form for the Year and be submitted to 

       Organizer during registration

 

  1. Regulation: MCF TOURNAMENT GUIDELINES NATIONAL STATES CHAMPIONSHIP 2018

 

  1. Format and Pairing : 6 Rounds Swiss (FIDE Rated) . The Swiss Manager shall be used as the pairing program

 

  1. Time Control : 90 minutes with 30 seconds increment from Move 1

 

  1. Category

1.1       Team

            1.1.1    Open to Malaysians only;

            1.1.2    Each Team consists of four (4) players and one (1) reserve (Optional).

            1.1.3    Each State Association can send up to a maximum of Two (2) Men Teams and 1 Women Team;

            1.1.4    The host State may field Three (3) teams and shall hold as reserved another extra team in the event of a bye situation.

            1.1.5    This event adhere strictly to “1 player, 1 State” policy for the Calendar year. Every player must sign-up the Player’s Registration Form for the Year and be submitted to Organiser during Registration.

 

  1. Rating Regulations

            2.1       Team Category

                        2.1.1    There is no minimum rating ceiling for this tournament.       

 

  1. Rules and Important Dates

            3.1       FIDE Laws of Chess for Standard Chess applies.

            3.2       Supplementary Rules and Regulations by the Organiser.

            3.3       All officials & players should be smartly attired in the tournament hall.

            3.4       All mobile phones & electronic devices are banned in the tournament hall.

            3.5       The decision of the Tournament Director and Chief Arbiter with regard to the running of the tournament is FINAL.

            3.6       Players should be registered as per board order upon submission. Changes in board order, change of names etc. after the Closing date registration of teams shall be subject to surcharge @ RM 50 per change.

            3.7       Only 4 players shall play in each round with accordance to the Board Order verified by respective Team Manager during Players / Team Manager Meeting. Further, each team is free to decide on the team/player board sequence without having to refer to players rating.   

            3.8       Closing date for Organiser to register this tournament as Fide-rated event is on _____________ [6 weeks days before the start date of the tournament].

            3.9       The release of the tournament prospectus is on _____________ [5 weeks before the start date of the tournament].

            3.10     The invitation letter to all state associations must arrive by _____________ [at least 4 weeks before the start date of the tournament].

            3.11     Closing date for registration of teams by state association is on 1st July 2018  [4 weeks before the start date of the tournament].

            3.12     Tournament file must be submitted to Malaysian Chess Federation Rating Officer no later than _____________ [1 week after end of the tournament].

 

  1. Schedule

            4.1       6 rounds of play for the tournament.

            4.2       4 days of tournament (inclusive Arrival date: 31/07 and Departure date:  04/08).

            4.3       The Organiser shall publish the result of the previous round within ½ hour From the end of last game of the previous round.

            4.4       The Organiser shall give at least ½ hour break between the publishing of previous round result and next round pairing to allow participants and state officials to perform result verification purpose

                        4.4.1    Any protest on the result must be done within this time frame.
            4.5       The Organiser shall publish the result of the final round within ½ hour from the end of last game of the final round.

            4.6       The Organiser shall give at least ½ hour break between the publishing of final round result and Final Ranking to allow participants and state officials to perform result verification purpose

                        4.6.1    Any protest on the result must be done within this time frame.
           

  1. Pairing

5.1       Swiss Manager shall be used as the pairing program.

5.2       The pairing for the tournament is based on Swiss system.

5.3       The first round pairing shall be done after the conclusion of Players / Team Manager Meeting

5.3.1    Players / Team Manager Meeting shall be conducted on Mon 31st July 2018 at 8.30pm (2030 hrs)

5.4       The pairing for new round shall be published at least 1 hour before the start of next round.

5.5       All pairings must be done using Swiss Manager. No other pairing software is allowed.

5.6       In the last 2 rounds, where possible, teams from the same State (If applicable) and who have more than 50% score shall not be paired together.

 

  1. Time Control

            6.1       Standard Chess

                        6.1.1    The time control shall be 90 minutes with 30 seconds increment from move 1.

 

  1. Medals

            7.1       Team Medals [For Both Men and Women Category]

                        7.1.1    The Champion Team shall be presented with Challenge trophy.

                        7.1.2    Shall be awarded to the top 3 teams (Colour – Gold, Silver,Bronze) based on the Match Points score of the team. In case of any tie in Match Points score, the following tie-break shall be applied:-

                                    7.1.2.1             Game points i.e. total number of game points scored by a team;

                                    7.1.2.2             Direct Encounter (Berger table with a complete results must be attained for this tie-break to be valid);

                                    7.1.2.3             Buchholz Cut 1;

                                    7.1.2.4             Buchholz;

                                    7.1.2.5             Sonneborn-Berger.

 

            7.2       Individual Medals [For Both Men and Women Category]

                        7.2.1    The best player with the highest percentage score from respective board with a minimum play of four (4) rounds out of i.e.                                       (Board 1, Board 2, Board 3, Board 4 and Board 5) shall be awarded with the Best Board medal (G/S/B).

 

  1. Cash Awards

            8.1       Men Team Category

                        8.1.1                Gold                RM 3,000;

                        8.1.2                Silver               RM 2,000;

                        8.1.3                Bronze             RM 1,000.

 

 

            8.2       Women Team Category

                        8.2.1                Gold                RM 3,000;

                        8.2.2                Silver               RM 2,000;

                        8.2.3                Bronze             RM 1,000.

 

  1. Tournament Registration Fee, Board & Lodging

 

            9.1       The Playing Venue is Ballroom, Likas Square Hotel & Apartment, Kota Kinabalu, Sabah 

            9.2       The Official Hotel is Likas Square Hotel & Apartment, Kota Kinabalu, Sabah 

 

                        9.2.1    The Tournament Registration Fee per team of 5 players inclusive of 5 Days / 4 Nights accommodation as follows:–

                                    9.2.1.1 MCF Affiliate is RM 2,500 (1 Hotel Apartment of 3 rooms

                                                Inclusive Breakfast, Lunch & Dinner for 5 pax);

                                    9.2.1.2 Non-MCF Affiliate is RM 2,700 (1 Hotel Apartment of 3 rooms

                                                Inclusive Breakfast, Lunch & Dinner for 5 pax);

                        9.2.2    The room rate for extra night as follows:– RM350

 

            9.3       All payment for Tournament Registration fees shall be billed by the Organiser to State Associations.

            9.4       State Associations are not allowed to find alternative hotels unless is granted by the Organiser.

           

  1. Registration of Teams and Penalty of No Show

10.1     Registration of Teams can be done only via respective State Association the participants represent.

10.2     Payment for Tournament Registration and Official Hotel Accommodation Fee must be made upon Registration.

10.3     Payment shall be made payable to _____________________________.

10.4     The deadline for registration and payment is _____________. Late Registration shall not be entertained.

10.5     Team Manager who are absent at the Technical Meeting shall have their team be excluded from the tournament. A penalty of RM 200 shall be imposed by Malaysian Chess Federation on any team who registered but does not turn up.

10.6     Teams who pull-out / absent halfway from the tournament without valid reason shall be issued a show-cause letter by Malaysian Chess Federation Ethics Committee. A penalty of RM 200 shall be imposed by Malaysian Chess Federation to State Association on any team who pull-out / absent halfway from the tournament.

            10.8     All penalty fees shall be billed by the Malaysian Chess Federation to State Associations.

 

  1. Bus/Train/Air Ticket and Travel Insurance

11.1     State Associations make their own Bus/Train/Air Ticket and travel insurance arrangement for their team.

 

  1. Cancellation

            12.1     Organiser reserves the right to retain up to the whole sum of team registration fee depending on when the cancellation is made.

 

  1. Arbiters and Roles

            13.1     MCF shall appoint an International Arbiter (IA) / FIDE Arbiter (FA) to become the Chief Arbiter of the tournament.

            13.2     MCF shall appoint either FIDE Arbiter (FA) or National Arbiter (NA) as Deputy Chief Arbiter of the tournament.

            13.3     Organiser is allowed to appoint any number of Assistant Arbiter to facilitate the running of the tournament.

                        13.3.1  Assistant Arbiter shall be entitled to one National Arbiter Norm, subject to the recommendation of Chief Arbiter and approval of Malaysian Chess Federation Technical Committee;

            13.4     The Chief Arbiter of the tournament has to provide the tournament report form (TRF, IT3) and tournament report form file (Swiss Manager file) within 7 days after the end of the tournament to the MCF Rating Officer.

 

 

  1. FIDE Rating Regulations

            14.1     Laws to be followed

                        14.1.1  Play must take place according to the FIDE Laws of Chess;

                        14.1.2  Supplementary Rules and Regulations by the Organiser.

 

            14.2     Official FIDE Rating List

                        14.2.1  Organiser to use the most current FIDE rating list i.e. June 2018 Release

                        14.2.2  Organiser to use player’s rating that is listed inside FIDE Rating Column.

            14.3     Teams Seeding

                        14.3.1  The seeding of teams shall be calculated based on the average rating of the 4 players rating.

                        14.3.2  Players with FIDE Rating must have their rating fill-up in the Rat. FIDE column.

                        14.3.3  Players without a FIDE Rating must have the Rat. FIDE column leave blank.

 

            14.4     Unplayed Games

                        14.4.1  Whether these occur because of forfeiture or any other reason, they are not counted. Any game where both players have                                        made at least one move shall be rated.
